Since yestarday, 10.01.2021, Russia had to Restrict Exports.
As part of its package of measures to reduce food prices adopted in December 2020, the Russian government issued a number of decrees to restrict exports of some grains and oilseeds in the first half of 2021.
This report contains the respective measures on wheat, rye, barley, corn, sunflower seeds and rapeseeds, that will be in effect between January 9 and June 30, 2021.
– Decree No. 2065 of December 10, 2020, establishing a prohibitive export tariff of 30 percent but not less than 165 Euros per ton of sunflower seeds and rapeseeds to be in effect from January 9 to June 30, 2021. The decree will come into force as of January 10, 2021. The current export tariff on sunflower seeds and rapeseeds is 6.5 percent but no less than 9.75 Euros per ton and 6.5 percent but no less than 11.4 Euros per ton, respectively.
– Decree No. 2097 of December 14, 2020, introducing a tariff-rate quota (TRQ) of 17.5 million tons on grains, including wheat, rye, barley, and corn, to be in effect February 15 to June 30, 2021. –
-Decree No. 2096 of December 14, 2020, establishing a zero-tariff rate on exporting rye, barley, and corn within the TRQ above, while the in-quota export tariff on wheat will be 25 Euros per ton and the out-of-quota export tariff of 50 percent but not less than 100 Euros per ton will apply from February 15 to June 30, 2021.
There is currently no export tariff on rye and corn, while the export tariff on wheat has been set at zero since September 2016.
